Home Care Package Funding and Costs

Because everyone's needs are different, the funding and any costs to you can vary.

There are four levels of government-funded support available, from Level 1 (lower funding for light help with daily tasks) to Level 4 (higher funding to cover support if your needs are higher).

Although assigned to you for your care, your Home Care Package funds are not paid directly to you, but held by the government.  From these funds you'll pay two types of management fees - a Package Management and Care Management fee - which cover things like your personal Care Advisor, administration, allocating, training and rostering of your care workers, and access to our help line, for example. 

When you choose Accent Home Care, we’ll guide you through what’s included at each level - including services, package funds, and any fees - so you know exactly what to expect.

Home Care Package Management

Package management is a service that supports the delivery of your Home Care Package, and covers administration such as:

  • Establishing and managing your home care budget to make sure you access as many services as you need
  • Finding, training, coordinating and scheduling your care workers
  • Preparing your invoices and monthly statements
  • Complying with regulatory and assurance activities to align with our values of responsibility, transparency, and excellence.

Ongoing Care Management

Your care is managed by your Accent Home Care Advisor. They have a significant role in your Home Care Package including:

  • Regularly assessing your needs, goals and preferences and making changes when needed
  • Reviewing your home care agreement and care plan with you
  • Ensuring your care and services align with other support you receive
  • Partnering with you and your family or carers about your care
  • Ensuring your care and services are culturally safe
  • Identifying and addressing risks to your safety, health and wellbeing

Are you eligible for government funding?

At Accent Home Care, we offer services you can pay for yourself. However, you might also qualify for a government-funded Home Care Package to help cover the cost.

You can apply for an assessment if you are:

  • 65 years or older

  • 50 years or older and identify as Aboriginal or Torres Strait Islander

How do I access a funded Home Care Package?

Step 1 Get Assessed

Contact My Aged Care on 1800 200 422 and ask for an assessment for a Home Care Package.  An assessor will come to your home to check if you're eligible.  

Step 2 Wait For Funding

Wait for your Home Care Package funding. This can take a little while, but you can choose to pay privately for any care you need during this time. 

Step 3 Start your Funded Care

Connect with Accent Home Care and we’ll help you started with the help you need.  You will be assigned a personal Care Advisor from Accent Home Care once you receive your home care package in Melbourne.  They will create a flexible care plan that is unique to you after listening to your goals and needs, and providing you with the necessary guidance and support that you need now and in the future.

What are the upcoming changes to home care?

The Government is introducing a new home care funding system called Support at Home.

  • From 1 November 2025, Support at Home will replace the Home Care Packages Program.

  • If you're already getting a Home Care Package, you'll move to the new program once it starts. The amount of funding you get will match your current level and follow the new rules.

  • The Commonwealth Home Support Programme (CHSP) will join the new system in 2027.

What does this mean for my current Home Care Package?

If you have had your Home Care Package approved before the 12th September 2024, you will automatically be moved to the new Support at Home on 1st November 2025.

Here's what you need to know:

  • You'll keep receiving the same services and care you currently receive, although there may be some small adjustments to fit the new categories. 
  • If you currently do not pay any fees now, you are not expected to pay fees when Support at Home commences.
  • Under the new system, your care plan will list everything you will receive along with a new budget that covers three months of care. You will no longer be able to save up your funds that are unused.
  • There are brand new services available through Support at Home, including music therapy, digital support, art therapy and much more.
  • Your Care Advisor will still provide you the same level of care and will have a new title as your Care Partner.
